For exit re-entry, Jawazat fees start at SAR 200 for a single trip of up to two months. If you do not return before the re-entry visa expires, it can cause problems with your job and future entry, so talk to your employer before you travel.
Who Issues the Final Exit Visa?
In most cases, your employer issues the final exit visa online through the Ministry of Interior’s Absher Business service or the Muqeem portal. For domestic workers, the household sponsor handles it through Absher and Musaned.
Since the Labour Reform Initiative started on 14 March 2021, a private-sector worker can also leave on final exit after the contract ends without the employer’s approval. The employer receives an electronic notice. If you leave before your contract ends, you may be responsible for the results of breaking the contract.
Documents and Conditions Before Final Exit
- Valid passport – Jawazat has said the passport should have at least 60 days of validity.
- Iqama details – your employer needs your iqama number. Ask HR whether any iqama renewal is needed first.
- No unpaid dues – Jawazat has linked final exit to settling financial obligations, including dues owed to others.
- No vehicles in your name – transfer or cancel any car registration before exit.
- No travel ban – a court case or unpaid debt can stop you at the airport.
- You must be inside Saudi Arabia – a final exit visa cannot be issued while you are abroad.
Step-by-Step: Final Exit Process
- Give notice or end the contract. Follow the notice period in your contract. The 2025 Labour Law changes set 30 days’ notice from a worker and 60 days from an employer for open-ended contracts.
- Close the contract on Qiwa. Your employer should record the end of your contract on Qiwa (company workers) or Musaned (domestic workers). Check that it shows correctly.
- Clear your dues. Pay traffic fines, phone bills, loans and credit cards, and close or transfer any car registration.
- Get your final settlement. Collect unpaid salary, leave pay and end-of-service benefits. Get it in writing.
- Employer issues the visa. Your employer applies through Absher Business or Muqeem.
- Check your visa on Absher. Log in to Absher Individuals and open your visa details to see the final exit visa number and expiry date.
- Book your flight within 60 days. Your employer must provide your return ticket home under Article 40.
- Leave the Kingdom. After you leave, your iqama is cancelled.
After issuing a final exit visa, the employer must make sure the worker actually leaves. If the worker does not leave, the employer must cancel the visa and report the absence.
Validity Period and Late Departure Fine
In June 2026, Jawazat clarified these rules:
- A final exit visa is valid for 60 days from the date it is issued.
- This 60-day period does not depend on your iqama expiry date.
- If you stay past 60 days, a SAR 1,000 fine applies.
- The employer can cancel the expired visa only after paying the fine and confirming the worker’s iqama is still valid.
Do not wait until the last week. Flight delays or last-minute problems can push you past the deadline.
End-of-Service Benefits Before Leaving
Saudi Labour Law gives an end-of-service award based on your last wage:

Under Article 88, the employer must pay your wages and dues within one week after the contract ends. If you ended the contract yourself, the limit is two weeks. Do not sign a paper saying you received everything unless you really did.
What If Your Employer Refuses Final Exit?
- Ask in writing and keep proof of the request and your contract end date.
- Call HRSD on 19911. The helpline is toll-free and HRSD lists several languages, including English, Hindi, Urdu and Bengali.
- File a labour case. Use the friendly settlement service on the HRSD electronic services portal. It is free, and claims must be filed within 12 months.
- Wait for settlement. The settlement stage lasts up to 21 working days. If there is no agreement, the case goes to the labour court.
- Domestic workers: go to the domestic worker disputes committee at your local labour office.
- Contact your embassy for guidance, legal help or a translator.
Keep your status legal while the case continues. Since 2024, HRSD has said workers who stop working have 60 days to find a new employer or leave on final exit, or they risk being marked “absent from work.”
Fines, Loans and Court Cases That Block Exit
- Traffic fines: check and pay them on Absher before your final exit.
- Bank loans and credit cards: unpaid debts can lead to a case at the enforcement court and a travel ban.
- Court cases: an open case, including one filed by your employer, can stop you from leaving.
- Vehicles and phone lines: cars and mobile contracts in your name should be closed or transferred.
